Rick Williams Consulting provides a variety of parking services to a range of clients, both public and private, from individual businesses to municipalities and state agencies. Rick Williams
President

Rick Williams' background is in downtown development and parking and transportation demand management. He oversaw the creation and management of the City of Portland's downtown SmartPark parking system, a 3500-space operation over seven facilities. In 1995, Rick founded Rick Williams Consulting, focusing on parking development and demand management program design. Through a partnership with the consulting wing of Melvin Mark Development Company, Rick managed oversight of six commercial high-rise garages in Downtown Portland and assisted in the construction of several parking garages and surface facilities in Melvin Mark’s real estate holdings. In 2015, RWC incorporated as an independent company providing the same talent and services the firm has been known and valued for.

Owen Ronchelli has seventeen years of experience in parking consulting, assisting local governments and development firms in many aspects of parking management. His primary expertise is in parking data analysis, data collection processes, developing management strategies, advising on parking technologies, and plan implementation. He is also a transportation demand management professional with a skill set that lends itself well to efficient and pragmatic parking management practices. Mr. Ronchelli also serves as the Executive Director of Go Lloyd, an organization devoted to the economic prosperity of Portland's Lloyd neighborhood by creating partnerships and transportation solutions.

Pete joined Rick Williams Consulting in 2012, and has since worked on a number of planning efforts for jurisdictions throughout the west coast. From facilitating parking survey teams to researching best practices to analyzing parking uses, Pete brings a multifaceted approach to each project. Pete has worked in a variety of planning positions and specializes in Transportation Demand Management (TDM) and parking demand management. Pete brings a keen understanding of how to balance meaningful parking practices and policies with innovative, localized TDM strategies.

William is a traffic engineer and transportation planner with a background in parking management, traffic operations, and multimodal planning. William brings experience working with cities and towns of all sizes to implement traffic operations and parking management strategies that align with each community’s long-term mobility, livability, and economic vitality goals. He has a passion for distilling data-driven analyses down to clear, concise, and relevant findings, and collaborating with stakeholders and community leaders to develop creative solutions built around shared objectives. William also has experience working with clients to identify anticipated traffic impacts and parking demands associated with development projects and developing cost-effective travel demand management strategies.

In 2018, William founded RBT Consultants to focus on traffic, parking, and transportation demand management. Through an ongoing partnership with RBT, William is available as a resource on all RWC projects.

Mike Vasbinder

Mike has been with Rick Williams Consulting since 2010 and leads all parking inventory and occupancy surveys, from the early stages of route planning to on-site data collection and data analysis/presentation.

Mike also serves as administrative coordinator for Go Lloyd, in which he runs various programs for the Go Lloyd Commuter Store. He played baseball at Blue Mountain Community College and attended Portland State University, and now coaches baseball and football for Grant High School.

J. Connor Baron-Williams

Connor has worked with Rick Williams Consulting since 2007, assisting on parking inventory studies, from building routes to on-site data collection. Connor leads development of fieldwork mapping, data entry and analysis, and initializes summary and report findings.

Connor is a 2014 graduate of Portland State University with a bachelor’s degree in Liberal Studies and is an accomplished musician and airplane pilot.
